He was listed as an inmate in the Clark County Jail on Friday.
Springfield police began their investigation into the new charges when a detective was assigned to the case on July 16, according to an affidavit filed in the case.
“A forensic interview of the child victim was conducted at the Child Advocacy Center by a forensic interviewer,” the affidavit says. “The child victim disclosed during that time she was touched … inside her swimsuit during a pool party. Patrick Wilcox was identified through the investigation as the suspect. The child victim identifies Wilcox by an alias that she named him.”
The child victim is younger than 10-years-old, according to a charging document. The charging document says the victim is not part of Wilcox family.
Wilcox came to police headquarters on Aug. 8 for an interview, the affidavit says, and was read his Miranda rights. The affidavit says Wilcox admitted to penetrating the child while she was swimming.
“During a consent to search of Mr. Wilcox’s cell phone, it was determined that two images of (female genitals ) were 13-year-old and 10-year-old victims which were identified from Mr. Wilcox.”
Wilcox was arrested and placed in the Clark County Jail. The charging document notes that he is already a Tier II sex offender, and that’s because he pleaded guilty to two counts of gross sexual imposition two years ago in Clark County Common Pleas Court.
In that case, victims known to Wilcox alleged in 2016 that they were sexually abused by him multiple times, the affidavit says.
“The first child victim is 9-years-old,” the 2016 affidavit says. “The child victim stated that the defendant who she stated was her (family member) touches her private parts and that he does this all the time to her and her sister,” an affidavit filed with the older charges says. “The child victim continues to state that the defendant would come into her (room) at night and touch her and her sister.”
A younger child victim said that Wilcox had touched her while she was trying to go to the bathroom.
Springfield police interviewed Wilcox for these allegations and he told them that it was the child victims’ fault, according to the affidavit.
“The defendant continued to state that he didn’t do anything wrong,” the affidavit says. “The defendant then stated that the child victim took his phone and took a picture of her own bare butt. The defendant stated that both girls would take their clothes off in front of him as well as they would take his bare hands and put them down their underpants and make him (touch them),” the affidavit says.
Springfield police arrested him and he was later indicted in Clark County Common Pleas Court on two charges of rape and two counts of gross sexual imposition. He eventually pleaded guilty to two counts of gross sexual imposition, according to online court records. The rape charges were dropped as part of the plea agreement.
The Springfield News-Sun reached out to the Clark County Prosecutor Dan Driscoll and O’Neil for comment. A message to Driscoll was not returned. O’Neil was was unable to be reached as he is out of the office this week.
