5 arrested in 2 drug raids in New Carlisle


At least five people were arrested after Clark County sheriff’s deputies executed search warrants in two separate homes in New Carlisle.

Clayton J. Allen, 44, of 807 W. Washington St. in New Carlisle pleaded not guilty in Clark County Municipal Court on Thursday on charges that included three counts of trafficking in drugs and one count of possession of drugs.

Patricia S. Brown, 66, of the same address, pleaded not guilty to one count of trafficking in drugs.

Darrell L. Brown, 79, of the same address, was also charged with one count of permitting drug abuse. Brown pleaded not guilty.

Deputies executed a search warrant at the Washington Street home earlier this week as part of a narcotics investigation, according to court records.

Allen allegedly had previously told authorities he could sell Percocet tablets provided by his mother as part of an undercover investigation, records say. Authorities allegedly later purchased Percocet tablets from Allen at the home.

Authorities spoke to Patricia Brown during the raid, court records say, and she allegedly admitted providing the tablets for sale for about three months.

Detectives allegedly also found methamphetamine and drug paraphernalia in the home during the search. They allegedly also found digital scales, 32 cell phones and a notebook deputies believed was a ledger of monetary transactions for narcotics, court records say. They also recovered a military-grade ballistic vest in Allen’s bedroom, according to the report.

Deputies also executed a search warrant at a separate home at 1001 Langdale Ave. in New Carlisle the same day, according to court records.

Michael A. Fulwiler, 25, of that address, was arrested on charges of obstruction of official business, drug paraphernalia and resisting arrest. Fulwiler pleaded not guilty to the charges on Thursday in Clark County Municipal Court.

Christine Howard, 21, was arrested on one count of obstructing official business after she was accused of trying to prevent deputies from entering a garage in the home. She pleaded not guilty.

Deputies searched for Fulwiler in the home and allegedly found him hiding in the back seat of a yellow Chevy Monte Carlo in the garage, according to court records. He was ordered out of the vehicle but had to be pulled from the car, according to an affidavit.

Deputies also alleged they found glass pipes, syringes containing a clear liquid and digital scales in the home.
