2 people killed in rollover crash south of Urbana ID’d

Two Springfield residents were killed in a single-vehicle rollover crash early Tuesday morning.

Phillip E. Skaggs Jr., 41, and Serra L. Mitchell, 29, died in the crash on South U.S. 68 just north of Deer Run Road, according to a report from the Champaign County Sheriff’s Office.

The pair were driving south on U.S. 68 in a Pontiac Sunfire, the report said, when the vehicle crossed over into the northbound lanes and exited the east side of the road. The vehicle went up a steep embankment and rolled several times.

Neither Skaggs nor Mitchell appeared to be wearing seat belts, deputies said.

The crash was reported to the Champaign County Communication Center at 12:45 a.m.

Skaggs was ejected from the vehicle, the news release said. CareFlight transported Skaggs to Miami Valley Hospital in Dayton, where he was later pronounced dead.

Mitchell wasn’t ejected but was pronounced dead at the scene of the crash.

Urbana Fire and EMS responded to the scene, as well as Champaign County Sheriff’s deputies. The Multi-County Crash Investigation Team also responded, the report said, which consists of deputies from Champaign, Union, Hardin and Logan counties.

The crash remains under investigation, deputies said.

This is the eighth fatal crash in Champaign County this year, according to data from the Ohio State Highway Patrol. That’s up from 2015, when there were five fatal crashes there. All of the fatal crashes this year have occurred in rural areas, the data showed, as opposed to 2015, where four were in more urban areas.
