Head Start agency laying off 24 in New Carlisle program

The Community Development Institute Head Start which provides interim programs that serves migrant workers, including in New Carlisle, will be laying off 113 employees at the end of October.

Those impacted work at sites associated with the Community Development Institute, including 24 people who work out of the Head Start site in New Carlisle on North Dayton Lakeville Road.

The impending layoffs will be effective on Oct. 31 and was announced through a notice sent to the Ohio Department of Job and Family Services.

The Community Development Institute Head Start was assigned as the short-term operator of the Multi-Sate Migrant Seasonal Head Start program in Ohio, Indiana and Iowa, according to a notification of layoff by the organization.

According to its website, the organization is appointed when a grantee’s (the entity operating the program) responsibility ceases. The organization was appointed at the direction of the Office of Head Start, an Office of the Administration for Children and Families.

“CDI HS’s interim management of the program allowed for services to Head Start children and families at a time when the local grantee could no longer operate the program,” the notification of layoff stated.

The New Carlisle Migrant Head Start program was previously operated by the Texas Migrant Council, based in Laredo, Texas.

It ceased operations in the area in 2018. Information provided by the Ohio Department of Job and Family Services at the time stated that the Migrant Head Start program provided various services for children and families in seven states, including education, bus transportation, nutrition and safety and mental health.

“During this interim period, a process was put in place by the Office of Head Start to identify a replacement grantee for this service area," said a representative of the Community Development Institute Head Start in a letter providing notification of layoff.

"CDI HS has been advised that a replacement grantee has been awarded a grant by the Regional Office of the Office of Head Start to provide Migrant Seasonal Head Start services in the state of Ohio,” the notification added.

The Community Development Institute Head Start plans on working with the replacement grantee so that there will be a limited disruption to services provided to children and families through the program in the state.
