Police began their investigation on April 6 when they were contacted by the Ohio Fire Marshal’s Office, which said it received a phone call from an unidentified man asking many security questions, an affidavit filed with the charge says.
“Toward the conclusion of the conversation (the fire marshal employee) told the caller to email him if he had any more concerns,” the affidavit says. “The caller did email (him) from an email address. Mr. Moody stated at one point that he would ‘release a chlorine gas cloud from the City of Springfield Water Treatment Plant, and I’ll sit back and watch you do your work as you evacuate a five-mile radius.’”
Moody allegedly wrote that there would be people around the area and the fire marshal’s office should be worried.
“He continued stating ‘You should be concerned as there are a retirement home and a swimming pool very nearby,’ the affidavit says.

Officers had dealt with strange behavior from Moody in the past, the affidavit says. It adds that Moody is a former employee of the water plant.
“Based on his detailed statements in this threat and officers understanding his knowledge of the plant from having worked there, Mr. Scott Moody is being charged with one count of making terroristic threats,” the affidavit says.

Todd White, 40: failure to appear.
Zachary Clouse, 28, 602 S. Isabella in Springfield: assault.
Michael Gardner, 23: three counts of illegal processing of drug documents.
Jimmy Watkins, 40, 229 Vine Road in Medway: violating protection order.
Michael Hill, 32: aggravated trafficking in drugs, aggravated possession of drugs, trafficking in cocaine, possession of cocaine, aggravated trafficking in drugs, aggravated possession in drugs, aggravated possession of drugs, aggravated possession of drugs, aggravated possession of drugs.
Kevin Johnson, 39, 32 S. Race St. in Springfield: aggravated robbery.
Daven Wilson, 18, 531 Neosha Avenue in Springfield: trespass in a habitation when a person is present or likely to be present.
Corbin Myers, 25, 1457 W. Mulberry St. in Springfield: improper handling of firearms in a motor vehicle.
Matthew Crable, 30, 2680 E High St. Apt 5 in Springfield: failure to comply with order or signal of police officer, two counts of operating a vehicle while under the influence of alcohol or drugs.
Ashley Harper, 33, 202 Kenwood Dr/Apt 2 in Vandalia: theft.
Alva Johnson, 40, 2044 Edgeworth Ave. in Dayton: theft.
Danya Piersoll, 39, 210 Powers St. in Bellefontaine: two counts of operating a vehicle while under the influence of drugs or alcohol.
