The Bengals also are expected to start Eric Winston ahead of Cedric Ogbuehi at right tackle. The two have been platooning since the New England game on Oct. 16, but Ogbuehi has started all 11 games.
Quarterback Jeff Driskel and offensive linemen Christian Westerman are healthy scratches, as they have been all season.
That means defensive tackle DeShawn Williams, who was waived a couple of weeks ago before being re-signed Monday, will be active for the first time. He signed with the Bengals as an undrafted free agent in 2015.
Tyler Ott will handle the long snapping duties for Harris for the second week in a row, and Tyler Boyd is expected to start for Green.
The Eagles will be without three starters, including lead rusher Ryan Mathews and leading receiver Jordan Matthews. Starting right tackle Halapoulivaati Vaitai also is out.
The other inactives for Philadelphia are defensive end Steven Means, offensive linemen Josh Andrews and Dillon Gordon and defensive tackle Taylor Hart.
