Commissioners approve water contract

SPRINGFIELD — A new water supply agreement between the Village of North Hampton and Clark County will get water to the former village of Lawrenceville.

The contract allows for North Hampton to negotiate the former Lawrenceville’s water contract with the county, said Clark County Utilities Director Alice Godsey.

Under the contract, the county will pay approximately $638,000 in capital costs for a waterline between Northwestern High School and the former village — $28,000 per year for 30 years.

“Clark County has been operating the existing Lawrenceville well field and water treatment plant since 2005 when the former village dissolved,” Godsey wrote in an e-mail Tuesday, July 21. “The existing water system is not reliable for the long term.”

The former village of Lawrenceville signed a contract with North Hampton for water supply before it dissolved, she added.

Commissioners Roger Tackett and John Detrick approved the agreement at a meeting Tuesday. Commissioner David Hartley abstained and declined to cite his reasons for passing on the vote.

The commissioners approved the contract after expressing concerns about Springfield Meadows mobile home park tying in to the same waterline that will supply water to the Lawrenceville area.

The mobile home park will reportedly pay $290,000 to have access to the waterline and purchase water from North Hampton.

The commissioners only authorized the contract after adding a stipulation that the county’s portion of the capital costs will not be affected if for some reason the mobile home park defaults on its debt service.
