A video shows a truck driving on the highway as the young children are strapped into car seats on the truck's bed, KWCH reported.
Kansas Highway Patrol rebuked the behavior.
"(Kansas Law) states it is illegal for people under the age of 14 to ride in truck beds, unless they are participating in a parade or using the truck bed for employment purposes," Kansas Highway Patrol spokesman Ben Gardner said on social media.

There is no indication the driver of the truck was cited.
As far citing the driver who took the video while behind the wheel?
"(It's) not illegal," Gardner said on social media. "But we always prefer drivers (just drive)."
