A security guard reported her to an off-duty officer, calling her behavior suspicious.
Police said Stallard combined the items to make a bomb, inside the store, in front of her daughter, Bay News 9 reported.
Two men stopped Stallard from lighting a wick on the makeshift bomb until sheriff deputies responded, WFLA reported.
Stallard faces charges including attempted arson, fire bombing, child abuse and contributing to the delinquency or dependency of a child, Bay News 9 reported. She was held on $8,500 bond.
