Springfield alley vacation draws debate

SPRINGFIELD — A request to vacate an alley drew debate from residents Tuesday night.

City commissioners held a public hearing and first reading on the request from Glenda Bailey to vacate the east-west alley south of East High Street between York Street and a north-south alley.

The City Planning Board recommended approving the vacation in January.

Bailey, of 732 Mound St., said if a vacant lot at 0 Mound Street is developed into a parking lot for apartments at 731 E. High St., it will send a lot traffic through the small, grass alley behind her home.

“There’s no way it can handle 80 to 100 cars of traffic a day,” she said.

Randy Dotto bought the apartment building and vacant Mound Street lot at an auction from the Turner Foundation last November. His lawyer, Thomas Lagos, said he opposes the vacation and asked commissioners to send the request back to the planning board because Dotto didn’t receive proper notice of it.

“Randy should have been able to present his case before the City Planning Board,” Lagos said.

The county auditor’s information wasn’t updated with the new ownership when the city gathered the data to send out notifications, said Heather Whitmore, planning and zoning administrator.

Commissioner Kevin O’Neill asked the law director to research if the notification process was correct before the next meeting in two weeks, which he said would also give the property owners time to meet and work out a compromise.

Lagos agreed, saying he wants to meet with the other property owners.
