Clark County to provide more services to city of London

Clark County will begin to operate the city of London’s entire building and zoning department after it reached an agreement to expand the services it provides there.

The county had been conducting building inspections in the Madison County city for two years but will now handle all office work and zoning enforcement as well, said Tom Hale, director of Clark County Community and Economic Development.

“London is experiencing their own set of budget issues … So the county will be taking on those responsibilities Jan. 2,” Hale said.

The amended agreement will cost the city $110,000 a year, he said. One full-time job has been added as part of the new agreement, as well as two part-time jobs.

In the old agreement, the city of London paid Clark County based on the volume of work completed, he said, so the cost often varied. Now it will be fixed.

The partnership has worked well so far, Hale said, and has benefited both the county and the city.

“It’s very expensive to have building and zoning departments,” he said. “Other jurisdictions find it to be unaffordable.”

The county also has an office in London, he said.

“We travel countywide for inspections anyway so to be in the adjacent county and have an office over there,” he said, “it becomes very efficient that way.”

It also saves money for the city, London Safety Service Director Joseph Mosier said.

“We had contracted out with another entity and Clark County is able to perform the services for us at a savings,” he said, “and they’re also more efficient than our previous agreement.”

The county has access to more inspectors as well, Hale said.

“It’s not used as a profit center, it’s just a way to keep our people busy,” he said.
