Officers searched the apartment on Primm Drive but no one answered. It had a strong smell of trash, holes punched in the wall and the toilets allegedly were full of feces, the report says. The sinks were also full of discolored water and the refrigerator allegedly had gnats in and around it, the police report says.

Rice told officers he was at another apartment, but allegedly later said he had gone to the 1000 block of Farlow Street to pick up some jeans, according to the police report.

The children were released to their grandmother.
