Ohio reducing ex-cons returning to prison

Ohio's rate of prisoner "recidivism," the number of ex-convicts who commit crimes and return to prison, dropped to 27.09 percent for inmates released in 2010, the Ohio Department of Corrections and Rehabilitation reported recently. That was a drop from 39.53 percent in 2003, and the decrease will help taxpayers save money in housing inmates, officials said.
