Meet the “Fact Squad”

A panel of health-care experts from Southwest Ohio was selected to dissect the Patient Protection and Affordable Care Act and its key provisions to help readers understand how the law affects them.

Bryan Bucklew, president and chief executive officer, Greater Dayton Area Hospital Association

Bucklew has been in this position eight years. The association represents 29 hospitals including those belonging to Kettering Health Network, Premier Health and Springfield Regional Medical Center. The group, with hospital representatives, focuses on quality improvement, public policy analysis, health care information technology, disaster preparedness and data analytics. Bucklew is the liaison between GDAHA, legislators and community leaders.

Other positions he has in the community include: co-chairman, Montgomery County ACA Implementation Task Force; board chairman, Conference of Metropolitan Hospital Associations; board chairman, AIDS Resource Center of Ohio; board member, CultureWorks; and advisory board, A Special Wish.

James Haubrock, shareholder and chairman of employee benefit plan services, Clark Schaefer Hackett

Clark Schaefer Hackett is a public accounting firm with offices in Springfield, Miami Twp. and Cincinnati.

Haubrock has served as chairman of CSH’s employee benefit plan services for 11 years. He oversees the quality of those services, as well as training. He also consults with clients on employee benefit plans, in conjunction with CSH’s qualified plan administration and consulting team.

Haubrock helps clients design, evaluate, manage and determine which health care plan is best for them.

Additionally Haubrock sits on the American Institute of CPAs Employee Benefit Plan Audit Quality Center Executive Committee.

Erin Hoeflinger, president, Anthem Blue Cross and Blue Shield in Ohio

Erin Hoeflinger was named president of Anthem in Ohio in 2008. Anthem, which has its main offices in Deerfield Twp. in Warren County, is the largest health benefits company in the state with more than 3 million members.

Hoeflinger is responsible for corporate strategy, planning and execution, and is the primary contact for state regulators.

Hoeflinger also is a member of the Ohio Business Roundtable, the Governor’s Advisory Council on Health Care Payment Innovation, the Health Collaborative of Greater Cincinnati, the Dayton Area Chamber of Commerce and the Dayton Development Coalition. She is a board member of medical equipment maker Midmark.

Dr. Gary LeRoy, associate dean for student affairs and admissions, Wright State University Boonshoft School of Medicine

In 2008, LeRoy was appointed to his current position of associate dean. He works with the 400 medical students at Wright State, from their admission through graduation and into residency. He advises the school’s senior leadership on medical education, including recruitment, admissions, academics, tuition and fees.

LeRoy is past-president of the Ohio Academy of Family Physicians, a member of the Alpha Omega Alpha Medical Honor Society and a fellow in the American Academy of Family Physicians. LeRoy also currently serves as medical director of the East Dayton Health Center.

Scott Streator, vice president, health insurance marketplace product line, CareSource

Streator joined the Dayton-based nonprofit health plan in 2013 in his current role.

Streator brings about 25 years of health care leadership experience in positions such as vice president of new business development and strategy for a national insurer, chief executive officer of the Ohio State University Health Plan Inc. and involvement in the first Health Care Preservation Plan for the Ohio Public Employees Retirement System, according to CareSource.

At CareSource, Streator is working to design and develop individual insurance models and options.

CareSource is Ohio’s largest Medicaid managed care plan.

Michelle (Mickey) Sweeney, insurance broker, Wallace & Turner Inc.

Sweeney has been a broker specializing in life, health and retirement plans since 1982. She has been with the Springfield insurance agency Wallace & Turner Inc. since it merged with her previous firm in 1994.

Sweeney is past president of Springfield Life Underwriters and active with National Association of Health Underwriters.

Wallace & Turner sells individual health plans, including Medicare, and group health plans for employers of all sizes.
