DA misconduct, ethical breaches alleged in Caroline Small police shooting

The killing of Caroline Small, captured on dramatic dash cam video, was one of the most brutal and questionable fatal police shootings in recent Georgia history.

Police fired eight bullets into the windshield of Caroline Small’s Buick. The mother of two was 35.

Now four former prosecutors in the Brunswick Judicial Circuit reveal how their former boss, DA Jackie Johnson, mishandled the case and allowed the two officers to escape legal consequences.

“This was a murder and it was covered up,” said one ex-prosecutor in Johnson’s office.

The story is the latest in the AJC/Channel 2 Over the Line series that has examined more than 170 police shootings in Georgia since 2010, the most detailed examination of fatal police shootings to Georgia to date.
