North Carolina Gov. Pat McCrory declared a state of emergency Wednesday as a second night of violent protests following the fatal police shooting of 43-year-old Keith Lamont Scott.
On Tuesday, Scott was fatally shot by Charlotte police Officer Brentley Vinson, who is black. Officers said Scott was armed and posed a threat.
