The woman's injuries were not life-threatening, he said. She was taken to the University of Cincinnati Medical Center.
Isaac said the police department would analyze officers' body camera recordings of the incident as well as other potential video showing the struggle.
He said he expected to provide an update Wednesday morning.
This is the second police officer-involved shooting since July 4, when an officer wounded a man armed with a butcher knife. The man, walking toward two officers while holding a large knife, ignored their orders to stop.

One of the officers shot the man three times. He was taken to a hospital.
Chief Isaac, at the time, said the man apparently was dealing with mental health challenges.
