Collins was arrested on June 9 after an Ohio Department of Natural Resources officer stationed at Buck Creek spotted a silver sedan following too closely behind another vehicle, according to an affidavit filed in the case.
“The suspect vehicle had to constantly brake because it was following too closely and was not leaving adequate space between the vehicle,” the affidavit said. “The vehicle also failed to maintain its line.”
The officer then pulled the vehicle over and approached the driver’s side window, the affidavit said.

“The middle passenger, later identified as Jennifer Collins, said her son, (juvenile), was driving and they were letting him practice driving,” the affidavit said. (Juvenile’s) eyes appeared bloodshot and glazed. He was not wearing his seat belt.”
Also in the vehicle were two other adult women, one who was sitting beside Collins’ in the front and another who was sitting in the backseat, a 10-year-old, who was sitting on the woman’s lap in the front seat, and a one-year-old, who was sitting in a car seat in the backseat.
The officer asked the juvenile to step out of the vehicle and asked whether or not he had been drinking.
“He said he had drunk a margarita,” the affidavit said.
The juvenile agreed to a field sobriety test and a portable breath test, the affidavit said. The juvenile registered a .039. According to Ohio law, the legal alcohol limit for drivers is .08, however, for those under the legal driving age the limit is zero.
“I explained to (juvenile) and his mother that he was under arrest for OVI,” the affidavit said.
As of Monday afternoon, Collins was not listed as an inmate in the Clark County Jail. Collins’ son was also not listed as an inmate at the Clark County Juvenile Detention Center.
