Federal fugitive task force arrests man charged in fatal accident

A federal fugitive task force arrested a man Thursday, May 15, in connection with a three-car pile-up in January that killed one woman and left a man in critical condition.

At his arraignment at the Clark County Common Pleas Court, Richard Miller, 28, of Springfield pleaded not guilty to two counts of aggravated vehicular homicide and two counts of aggravated vehicular assault. His bond was set at $100,000.

Kathy Clos, 50, of Urbana, was killed in the crash when her vehicle was struck by a car at Villa and Derr roads. Miller's passenger, Steven Skaggs, 26, was seriously injured. Investigators later said that Miller ran a red light at Home Road and Limestone Street just minutes before the crash, nearly hitting a police wagon.

Miller later said he and Skaggs had been drinking and he had been driving because Skaggs was too intoxicated. Miller had visited two bars and consumed several drinks that afternoon and evening, and blacked out minutes before the crash, Miller said in January, adding that he would trade places with Clos if he could.

Sgt. Eric Holmes of the Clark County Sheriff's office said Miller was arrested without incident at a Springfield residence on North Light Street, where he had been living with his girlfriend.
