Health District, Mad River Twp. to pay for Clearview clean up

The Clark County Combined Health District and Mad River Twp. Trustees will pay for the clean up of the former Clearview Mobile Home Park.

At its meeting Tuesday, May 20, the Clark County Combined Board of Health approved a resolution to split the cost of the clean up with Mad River Twp. The park, located at 2710 Dayton-Springfield Road, was declared a public health nuisance in April.

Property owners Jeff and Lisa Ulery did not attend the meeting to convince the board to act otherwise, Clark County Health Commissioner Charles Patterson said after the meeting. Jeff Ulery, however, has been in the Clark County Jail since April. He was allegedly involved in a murder-for-hire scheme against a former business partner, but he pleaded not guilty to charges of conspiracy to commit aggravated murder and attempted murder.

Preliminary estimates for the overall clean up of the property is about $37,000, Patterson said.

"We certainly hope to have the clean up done much lesser," Patterson said.

An inspection of the property to determine if there is asbestos among the stripped trailers and piles of debris scattered throughout the site will begin on Wednesday, May 21, Patterson said, adding that asbestos could affect the clean up cost.

If asbestos is found, remediation would have to be done before the debris could be discarded as demolition scrap, said Dan Chatfield, Clark County's director of environmental health. Clean up will begin as soon as possible, Chatfield said.

With the park's clean-up done with tax dollars, the county auditor will put a lien on the property toward the cost of the clean up, Patterson said.
