SPRINGFIELD — A local mobile home park owner and the Ohio Environmental Protection Agency have agreed to a settlement for violations.
Anthony Zimmerman, owner of Tecumseh Court Mobile Home Park, 5550 W. National Road, has agreed to pay a fine of $7,500 for wastewater discharge violations, according to information released by the Ohio EPA Monday, August 10.
Zimmerman also agreed to install a new sewage plant and submit monthly operating and annual sludge reports.
According to the Ohio EPA, the mobile home park’s sewage system consists of two septic tanks that discharge directly to an unnamed tributary of the Mad River.
The mobile home park has held a wastewater discharge permit since 2005, but failed to submit monthly operating reports. Zimmerman was required to apply for and receive approval for the engineering and construction of a new sewage plant, but did not do so, the report said.
Samples drawn in September 2006 by the Ohio EPA indicated high levels of fecal coliform in the discharge from the sewage system.
In addition to paying the fine, the Ohio EPA established a timeline for the facility to complete changes.
The timeline requires that detailed plans for a new sewage plant be submitted within four months and construction of the new sewage plant must begin within eight months.
Construction of the new sewage plant must be completed within 23 months and final treatment requirements must be met within 24 months.
The fine will be split equally between the Ohio EPA’s Environmental Education Fund and the administration of surface water programs, officials said.
