Employee fired amid missing funds probe

An investigation began in March at the Montgomery Developmental Center.

HUBER HEIGHTS — A Montgomery Developmental Center employee who is being investigated by three state agencies about missing money from the facility has been fired.

Douglas Carter, who was placed on administrative leave March 12, was fired from his position at the Huber Heights facility in a letter dated March 29, citing “lack of confidence in your leadership abilities.”

Carter was a business administrator. His annual salary was $76,149.

“It’s part of the procedure that once we felt we were able to close this step, we were going to do so,” said Vicki Rich, spokeswoman for the Ohio Department of Developmental Disabilities. “This closes the loop for us regarding the employee. The investigation is still in someone else’s hands.”

Attempts to reach Carter were unsuccessful.

The Ohio Inspector General’s Office and the Ohio State Highway Patrol also are involved in the investigation of alleged criminal activity between Dec. 29 and March 12, according to an OSHP incident report dated March 13.

The MDC received a call from the Credit Union of Ohio about checks that had been deposited in the account of an MDC employee, the report said. It also said those checks were drawn on MDC accounts, and the signatures on them were forged.

It is unclear how much money is missing.

OSHP Lt. Anne Ralston said the case is listed as a pending investigation and that no charges have been filed at this point. The Piqua Patrol Post is handling the investigation, she said.

“Once the investigation is complete, we’ll present it to the prosecutor’s office for possible charges,” Ralston said. “There’s no definite time frame.”

A second MDC employee was placed on administrative leave March 16, but the “DODD does not connect the second employee to the criminal investigation,” Rich said.

The MDC is funded by Medicaid — 60 percent federal, 40 percent state — and costs approximately $15.5 million annually to operate.

The facility — located at 7650 Timbercrest Drive — is home to more than 100 adults with developmental disabilities.

Most of the residents are diagnosed with severe or profound disabilities and require extensive care. The center serves Preble, Montgomery, Greene, Butler, Warren, Clinton, Hamilton and Clermont counties.
