SPRINGFIELD — A second list by the Clark County auditor's office has identified 1,162 property value changes made in the first half of tax collection that were not clerical errors.
The figures, released Wednesday, March 26, was made a day after a recent review of property values resulted in the listing of more than 3,800 residential and agricultural properties that were either overvalued or undervalued.

State department of taxation officials notified auditor George Sodders in a March 5 letter that changes made to property values that are not clerical errors require a Board of Revision appeal.
Out of 2,079 changes made before Feb. 15, 1,162 changes were not clerical errors, said Aimee Belanger-Haas, auditor's office GIS director.
The most recent listing has yet not been cross-referenced with the listing of overvalued residential and agricultural properties released Tuesday, she said.
Sodders said in previous interviews that employees in his office would not make non-clerical value changes.
He said it was possible that employees of Appraisal Research Corp., the company that did the county's 2007 revaluation for $1.2 million, made the changes.
Sodders did not return calls seeking comment Wednesday.
Messages left for Appraisal Research Corp. President Richard Hoffman also were not returned.
How to file
Property owners who believe their 2007 valuations are under or over market value must file an appeal by March 31.
However, owners will have time to gather documents supporting their case before their scheduled hearings, said Director of Appraisal Nikki Crawford.
Board of revision hearings probably won't begin until late April and will last as long as necessary to get through all of the appeals, Crawford said.
Crawford also asked that taxpayers be patient as her office handles the onslaught of calls and visitors.
How To file an appeal
Complete an appeals form from the auditor's office, 31 N. Limestone St., or download a form from http://www.gis.co.clark.oh.us.
Form must be submitted, not postmarked, by 6 p.m. Monday, March 31, to auditor's office.
Wait for notification from auditor's office for hearing date and time.
Present documents supporting proposed value change at scheduled hearing.

This all falls back on George Sodders. He didn’t wouldn’t couldn’t get it done!He could care less. He hired all the people from ARC no one else did the hiring. George likes to surround himself with people who build his ego and tell him that he is great. What a joke. He can’t even go to the office and take care of this mess. He should do the decent thing and resign. He is not capable of doing this job! He is a master at being a SPIN DOCTOR. He never takes the blame. He didn’t do the job!

I almost forgot: I did a little fact check of my own. On March 4th, Mr. Marshall’s letter referenced that the auditor was going to hire Carol Snyder to strighten out the “mess” with the revaluation. Well guess what…Carol Snyder is also a former employee of ARC. It wasn’t hard to figure out, I just called the company in Findlay and they told me that she used to work there. I asked if she too was fired, but they declined to answer any more questions. Is anyone else but me scratching their head?

I also heard that Nikki Crawford is another former ARC employee that left under none too friendly of circumstances. Why do these unhappy ARC castoffs end up in our county? Why did our auditor hire them? When I first read the story about overvalued homes, I did get a little excited. But now that I’m starting to learn more about the “accusers”, I beginning to wonder if Mr. Marshall and Ms. Crawford didn’t cook something up to get back at ARC?!?!?!

Someone in a previous post said that Mr. Marshall worked for ARC when the contract was signed for the revaluation. A friend of mine said that he heard that Mr. Marshall was asked to leave ARC. I’m starting to wonder if Mr. Marshall isn’t just stirring the pot to get back at his former employer? It seems like he’s been the “deepthroat” that the paper gets its inform from. Curious.

Well, here it is the 28th of March and I have until the 31st to appeal this outrageous appraisal of my property. Is this because the Governor dropped taxes for seniors and the county is looking for money to replace the “drop”? As a Senior citizen on a fixed income, you may rest assured that my vote in the next election will be to REPLACE those in office now who supported this inequity!! My tax break the Governor “gave” me ended up costing me more tax on my home. Just call me…. FED UP!!

You want the property tax to go down ? Well here is how we get that done. First and foremost stop supporting the city and county schools with property tax. Innact an increase in the sales tax to support the schools, that way everyone pays a fair share to support the schools. Also you wont hear the schools begging for more money at every election. Let every one support our fine school system in a manner it deserves.

Some body messed up and the public is having to pay the cost of someones mess. What I would ask is why would you go out of the county to get an Apraisor ? Who knows the true value of the property here in Clark County ? Answer is a person who lives ,works , and plays in Clark County. They knew if they got a local to assest the true market value of the properties most of them would have went down. That my friends is the bottom line.

The ‘smell’ coming out of Lynn Marshall’s desk next to the bathroom is the fact that Lynn Marshall was the Market Director for ARC when the Auditor signed the contract.

I built a home 3 years ago in a brand new development in New Carlisle. We have gone through 3 builders, and now the whole property is up for AUCTION! I know 3 people that have looked to build, but they found out taxes, and turned around. When we built, bank estimated tax, because nothing had been built yet in area yet. And since we moved in, much higher taxes, house value up near $15000 with SEVERAL forclosures in neighborhood due to TAXES!!! Tax break=growth…Raise taxes=forclosures

My $72,500 home is now valued at $131,000 with no improvements and there are foreclosures in my area which brings the property value down on the surrounding houses.

To Yikes comment on 3/27/08- property taxes are payable to the County Treasurer Stephen T. Metzger, not George Sodders. I do agree that George Sodders should be accountable and should be responsive to the media.

Dear Al, We heard what Lynn Marshall said on March 4th. We are listening and watching every single move that Sodders makes. We are waiting for our own appeals to be heard and then we will move in. As long as Sodders sits on the Board of Revisions, we are all in jeopardy. We intend to address Sodders and we intend to fight for Lynn Marshall. We believe the County Commission, while trying to “stay out of it”, could help him (Lynn Marshall). This is something that will also be addressed.

I have been to the Auditors office 4 times in the past month. I feel sorry for the employees there, they are exhausted. Guess who I have not seen one time. You guessed it, George is missing! Come forth Mr. Sodders, in our time of mass confusion, we need a “leader”. Go Lynn Marshall!

Sodders just keeps lying to the public, In an article released in the New Carlisle Sun today, Sodders stated that the review that was just done was “very comprehensive” He is full of it ! my 87,000 home has had no improvments yet it is now worth $103,000 ? Yet a home valued at over $300,000 in New Carlisle drops in value what is wrong with this picture, be an honest George instead of of dishonest one !!!

I stand corrected, thank you kyle seems as if those of who have higher valued homes took less of hit than those of us with homes of less value It’s still wrong and Sodders needs to go, along with the County Commission, they are insuring our taxes stay high to protect the County and it’s employees, reductions need to be made in Government to go along with the SLUMP in the economy, not raise taxes to keep Government afloat

Sorry but a drop from $301k to $296k is only a 1.4% drop not 14%… dropping $5k and dropping $50k is a big difference.
But I do agree that all the number look funny and it does sound like the appraisal were done from a hotel room like the News Sun reported

Sodders has been there how many years “running” the Auditor’s office???? Shouldn’t he now the rules/law from the department of taxation????
Sodders himself approves the values before submitting them to the state for approval, so he already knew the differences unless he just rubber stamps everything??

Please remind readers from other counties that you must file the complaint in the county in which the property is located in. The public also needs to verify the hours of each county auditor.

One of the reasons I sold my business in Springfield, 9 years ago and sold my home in Clark County 3 years ago, is the fact of all the stone walling, overtaxed, and declining ecomomy of Clark County in general. The citizens of Springfield and Clark County, have a perfect right to march on city hall, march on the county offices, call the news media, organize a recall of George Sodders, and raise all the hell you can, loud and clear, that you will not stand for this kind of treatment any longer.

What? Sodders did not return calls when the newspaper seeked his comment?! This is unacceptable of a public servant at a time of mass confusion. Remember this next time you see his name on the ballot. Sodders also informs tax payer to put his name on our checks to his office, and does not print in his notices that writing the check to “Clark County Auditor” is an option. Hummm….

Did you heed the warning? On March 4th, in the Opinion section A8 of the SNS, Lynn Marshall wrote a letter that should have awakened the property owners of Clark County and motivated us to do something. Not complain, not reiterate the obvious but to take action by filling an appeal. Ms. Marshall, I want to thank you for your looking after the citizens of Clark County, and hope your situation is addressed soon.

I’d like to have available on the auditors site the $$$ value they have put on property. I went to their office to get answers and came out as much if not more confused. THEY made the mistake and WE have to fix it? Remember this the next time you vote. IF your name is on the list they know there is something wrong so FIX IT!

I went to the auditors office a month ago and they told me that my property was valued correctly. Now my name is on the list as being over valued. Luckily I can go down and appeal it. Unfortunately my neighbor’s name is on the list for overvalued and she won’t be able to appeal it do to her being out of town.

An increase of 10-15% is not outrageous, and in fact, probably accurate. The problem is with the system. Property values for tax year 2007 are calculated based upon data from 2004-2006. All over the country values were high during that time, and fell during 2007. If we revalued every year, your taxes would have slowly climbed the past 3 years, and next year would fall. Many other states are going through the exact same thing.

We purchased our property in June of last year for 25,000, the auditor has it appraised at 39,600, up from about 34,500 in 2006. About a 12.5 increase in value in less than 1 year.

ATTENTION ALL CLARK COUNTY RESIDENTS!!!
File an appeal of your property tax appraisal. The City or County is not going to help. The values are wrong, and based on faulty information. If everyone appeals maybe someone will wake up.

I checked my house with the comparisons given during purchase three years ago. Mine is 26k more in value than the purchase comparisons. I then checked what they used for comparisons and they used properties sold in the western part of Clark county and I live about a mile south of County Line Rd. Banks would not accept these comparisons why should Sodders get away with it.

Ironic - on the street that I live on, 2 of the “overvalued” houses are the (according to the Auditor’s web site)the only 2 that are undervalued. Simply Ironic………
