Skaggs facing disciplinary action for jailhouse brawl

SPRINGFIELD — Jason Skaggs, the Urbana man accused of causing a nine-car pileup that killed three Urbana University students last year, is facing disciplinary action for fighting with another Clark County Jail inmate over a television program.
Skaggs, 35, was treated for minor cuts after the fist-fight with Josiah Gilbert over what to watch on television Saturday, March 22, according to a Clark County Sheriff's report.

The inmates, who have access to basic cable television, had been watching the NCAA basketball tournament. But when someone suggested that they watch a movie on DVD, a deputy saw "Skaggs throwing his hands in the air and yelling about the T.V. channel," according to the report.
Skaggs and Gilbert, 22, then began fighting. It's unclear who started the fight or which inmate was in favor of watching the movie.
"We don't tolerate this type of behavior," Chief Deputy David Rapp said, adding that he doesn't know the name of the film.
Skaggs and Gilbert opted not to file complaints, so neither will be formerly charged, Rapp said.
Instead, deputies will hold a hearing later this week to determine what disciplinary action to take against both inmates, Rapp said.
They each could lose privileges — including television — for up to five days. They could also be placed in isolation for the same length of time, the chief deputy said.
Skaggs has been in jail since his Aug. 27, 2007 arrest on charges of aggravated vehicular homicide and aggravated vehicular assault.
He is scheduled to stand trial July 23.
