Comment: Should the county pay for this?

Taxpayers could foot the bill to clean up the former Clearview Mobile Home Park.

The Clark County Combined Health District Board of Health will meet 6 p.m. today, May 20, to discuss whether it will order the health district to clean up the site, which has been declared a public health nuisance.

The property, located at 2710 Dayton-Springfield Road, can only be described one way, said Dan Chatfield, Clark County's director of environmental health: "It looks like a tornado went through here," he said.

The park's owner, Jeff Ulery has been notified of the meeting, however he has been in the Clark County Jail since April. He pleaded innocent of charges of conspiracy to commit aggravated murder and attempted murder in related to an allegedly murder-for-hire scheme against a former business partner.

About half a dozen mobile homes still stand on the site. However, they've been stripped of their exterior metal, leaving only exposed fiberglass insulation and broken windows and doors.

Neighboring trailers, stripped of support i-beams are now piles of broken wood, floor tiles, drywall, toilets, sinks and abandoned furniture and toys. Wind and scrap scavengers have strewn the debris across the property and even into neighboring property.

"It's been terrible," said Nick Fitzwater, who lives across the street. "First we were worried about their water (the EPA has cited the park numerous times for violations of sanitary water regulations) now we have to worry about all this crap that's blowing around in our yard."

He blames the eyesore for a neighbor's struggle to sell their home.

"It has devalued our property big-time," he said.

Fitzwater complained the contractor Ulery hired to clean up the park was spending more time stripping the metal than cleaning up the place.

He is right. The contractor was paid with the scrap metal collected," Chatfield said.

Chatfield could not estimate the cost of clean-up. However if asbestos is found on site, that would increase the cost, he said. Regardless, clean up would begin immediately.

The Clark County Combined Board of Health will meet at the health district office, 529 E. Home Road.

hello i use to live in clear view and let me tell u all something ,jeff ulery was a slum loard who never gave a crap about any one out there.he was a pervert im glad to be out of there. i dont think the county should pay for it jeff ulery should. also the people who had to move and leave their trailors didnt get a dime for having to move because of him,and the bad enviroment.

I agree this moble home park is an eye sore. But why does the county have to pay for the clean up? Even if Mr. Ulery is in jail isn’t he or his business responsible for the clean up? I’m tired of paying for other peoples mistakes. And he will probably get off in the end anyway and go back to life as it was.

I live in the area and Clark county should be ashamed this situation has taken so long to resolve… if this were Oakwood, Ohio or Yellow Springs, this issue would have been eliminated long ago because neighbors would be screaming!!! We have been very patient over this issue and another week should not go by without cleaning up this mess—if there is no owner, secure the property and sell it at sheriff’s sale and use that money to reimburse the clean up not place it on taxpayers!!!

No, the county should not pay for this. It should be cleaned up and the owner sent the bill. If they refuse, then jail them. I realize I would have to pay for that too, but I would rather do that, than the owner go free.

You don’t live in Kentucky you live in Ohio, have some PRIDE and consideration for others, clean up your property. Thank God for once the County is going to finally do something, this is becoming a huge issue in the Spingfield area
